Macclesfield police blocked a car park entrance, following reports of suspicious activity.
On Monday morning, 3 June, officers attended the car park off Percyvale Street, blocking the entrance with a police vehicle, before approaching the suspect cars
One car driver was arrested. A second man, who initially fled from the scene, later returned and was arrested.
One of the drivers, Leon Crawford, 45, of Thistley Hey Road, Kirkby, was charged with possession of a bladed article in a public place and failing to attend court. He will appear at Chester Magistrates on Tuesday 4 June.
The second driver, a 30-year-old unnamed man, remains in custody on suspicion of driving while disqualified, no insurance, possession of an offensive weapon in a public place, failing to provide a drug sample, assaulting an emergency worker and going equipped to commit a crime.
